Some buildings need to be connected to either roads and city streets in order to be functional. You should always build these building next to the roads or else you will not be able to collect business rents or housing rents.
The buildings that do NOT need to be connected are: Decorations, Farms, Community buildings, and Storage Units. You should try to place these building in an extension of your City without placing streets next to them. This strategy will save you valuable land areas.
