In Cityville, you should treat the happiness level as a warning sign. When your citizens are becoming bored or unhappy, it means that you are close to your population limit. At this time, you need to start building some community buildings to ensure that you have the proper room to grow.
It is good practice just to build the community buildings whenever you can. That way you can ensure that you are consistently building them out and requesting help from you friends.
Overall, it is not necessary to make your Cityville Citizens happy. Yet I highly recommend it if you want to grow without waiting for community buildings to be built.
